Description
The City of Webster Groves is soliciting proposals from qualified pyrotechnic and aerial fireworks vendors to provide one fireworks display each July 4. The display must occur at 9:15 p.m., include a minimum finale of 250 shells, use Class 1.3 display fireworks, and comply with applicable laws and NFPA 1123 and NFPA 1126. No shell may exceed three inches in diameter. The contractor must provide and deliver the fireworks, mortar tubes, mortar racks, personnel, and other equipment; employ personnel certified to load and fire live fireworks; coordinate site-safety reviews with the Webster Groves Fire Department; obtain required permits and licenses; and clean the site and remove fireworks debris after each display. The contractor must also provide a detailed shell and cake list, staffing and experience information, management procedures, safety measures, and pricing for the July 4 show, which may not exceed $25,000. The agreement is scheduled to begin November 1, 2026, and continue through July 31, 2029, with a mutually agreeable three-year extension through July 31, 2032. Proposals must include the specified bidder qualifications, five professional references from the past five years, and the required bid forms and declarations. Insurance coverage and an original certificate of insurance naming the City as an additional insured are required before performance; a $20,000 surety bond may be requested after award.
