Description
The Special School District of St. Louis County is seeking a contractor to provide a results-oriented cost recovery, expenditure analysis, and cost-reduction program. Services may include reviewing at least 36 months of utilities, transportation, facilities, telecommunications, technology, software, specialized services, contracts, invoices, rates, tariffs, fees, usage, and service arrangements to identify overpayments, billing errors, incorrect rates, duplicate or unnecessary charges, missed credits, refunds, rebates, contractual discrepancies, and recurring savings opportunities. The contractor must document findings and calculations, prepare and pursue authorized recovery claims, support vendor and service-provider negotiations, establish savings baselines, verify realized savings, and provide initial assessments, expenditure-analysis findings, recovery reports, cost-reduction reports, contract cost analyses, savings-verification reports, monthly status reports, and a final report. Proposals must address the firm's qualifications, project team, methodology, pricing and compensation structure, data security, student-data privacy, accessibility compliance, conflicts of interest, insurance, references, terminated contracts, and required certifications. The engagement must protect student services, safety, accessibility, educational quality, and legal compliance; the District retains final approval authority over financial, contractual, operational, and student-service decisions.
