Description
The Metropolitan Water District of Southern California is seeking a Construction Manager/General Contractor to provide two-phase services under one contract for a new approximately 10,000-square-foot canopied direct potable reuse demonstration facility. The scope includes four DPR treatment trains and support systems; membrane filtration, reverse osmosis, ozone, granular and biologically activated carbon, ultraviolet/advanced oxidation, lime stabilization, carbon dioxide, and related treatment equipment; new water, sewer, power, and communications connections; tie-ins to the existing indirect potable reuse facility; a new motor control center; SCADA, information technology, and electrical upgrades; replacement of the existing IPR reverse-osmosis system; compressed-air-system upgrades; piping relocations; monorails and hoists; up to four modular field offices; and public education and outreach exhibits. Phase 1 covers preconstruction services, including constructability reviews, value engineering, long-lead equipment procurement, and procurement of modular field offices. Phase 2 covers construction, with the scope to be finalized during Phase 1 and incorporated into a guaranteed maximum price. The project is subject to a Project Labor Agreement, environmental and stormwater requirements, safety and access controls, and participation and outreach obligations for small business enterprises, minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms. A California Class A contractor license and substantial bonding, insurance, financial, safety, and relevant CM/GC experience are required.
