Description
The City of Saratoga Springs is soliciting a law firm or attorney to provide as-needed labor and employment legal services for its Fire Department and Department of Public Safety. The scope includes advice on human resources policies and procedures, employee discipline, interpretation of state and federal personnel laws, litigation under New York Civil Service Law Section 75, collective bargaining, contract administration, grievances, arbitration, and general counsel services. The proposal must include the firm's legal experience and at least three client references, organizational information and areas of practice, qualifications and resumes for assigned attorneys, applicable equal opportunity or affirmative action policy documentation if available, and a flat-rate compensation proposal covering the specified services and related expenses. The contract term is one year, with options for one-year extensions for up to three additional terms. Addendum 1 reports that the City billed an average of $1,989.38 per month for these services from January 2024 through July 2026, excluding collective bargaining negotiations, and that the most recent Fire Union agreement expired December 31, 2025.
