Professional Engineering Services for Roadway Departure Improvements and Local Road Safety Plan

The Town of Greenwich is seeking a qualified engineering and planning consulting firm to provide preliminary and final highway design, construction support, construction inspection, and Local Road Safety Plan preparation for a federally funded roadway departure safety improvement project. The work covers North Road, Lick Springs Road, and Thomson Road, including pavement markings, curve warning signs, shoulder rumble strips, roadway and crash-data analysis, systemic risk-factor evaluation, signage and horizontal-curve evaluations, and preparation of a townwide safety plan. Preliminary design is expected to begin in November 2026, with construction completion anticipated by July 2028. Services also include design approval documentation, surveys and mapping as needed, right-of-way plans, utility design, maintenance-of-traffic planning, final plans/specifications/estimate, construction bid assistance, shop-drawing review, on-site inspection, oversight, and as-built plans. Work must follow AASHTO and NYSDOT specifications. The Town will evaluate firms based primarily on understanding of the work, project-area familiarity, similar experience, staff quality, familiarity with federal and state requirements, and financial responsibility.
