Description
The U.S. General Services Administration is soliciting a general contractor for the modernization of seventeen elevators at the Thurgood Marshall U.S. Courthouse. The work includes modernization of public and judges' elevators, installation of new gearless traction machines and microprocessor-based controllers, elevator car and hoistway door upgrades, new signal fixtures, integration with telecommunications and security systems, removal and disposal of existing components, testing, training, and operations and maintenance documentation. The project also includes upgrades to mechanical, electrical, and fire protection equipment in elevator machine rooms, along with related toggle-bolt and destination-dispatch work. The courthouse will remain operational, so work must be phased and disruptive activities performed after business hours. The procurement is a firm-fixed-price, best-value tradeoff RFP with a mandatory project labor agreement price proposal and optional non-PLA proposal. Offerors must submit technical and price proposals, experience and past-performance information, a management approach, staffing plan, logistics plan, financial qualifications, a small-business subcontracting plan, and a bid bond. The estimated project price is $30 million to $40 million, and the contract includes a base period and option work with a stated performance schedule extending from June 15, 2027, through September 6, 2034.
