Description
The Kansas Secretary of State's Office seeks a project/program manager to guide the procurement and implementation of a statewide voter registration database and election management system. Work includes gathering requirements, developing specifications and RFP materials, supporting vendor evaluation and negotiations, coordinating demonstrations and stakeholder input, and managing implementation, testing, data migration, training, and readiness activities. The manager will also monitor vendor performance against benchmarks, provide regular project updates, and assess the system after implementation, including recommendations for future enhancements and a final report. The engagement is expected to run from award through December 31, 2028, with an option for one additional 12-month renewal. The vendor must have at least 10 years of project/program management experience and be able to participate in significant in-person meetings and travel as needed. Proposals must include technical and cost proposals, specified qualifications and experience information, references, a timeline, methodology, and required certifications and supporting materials.
