Description
The University of Waterloo is seeking one qualified consulting firm to assess the condition and performance of specified campus roadways, initially including Ring Road and Plant Operations Road. Services include visual pavement and drainage surveys; identification of surface and structural deficiencies; geotechnical investigations and laboratory testing; evaluation of curbs, pathways, pedestrian areas, entrances, plazas, accessible routes, and drainage systems; GIS and data analysis; and quality-control measures supporting consistent, repeatable ratings. The successful respondent must prepare draft and final executive-level reports containing existing-condition findings, risk-based prioritization, short-, medium-, and long-term maintenance and renewal recommendations, a phased implementation plan, and a 10-year capital forecast with budget estimates and funding scenarios. Deliverables must include GIS-compatible data, analysis outputs, metadata, and documentation. Optional future services may expand the assessment to additional roadway and pedestrian infrastructure. Proposals are evaluated on methodology, experience, personnel, and price, with presentations for shortlisted respondents. The estimated contract period is 60 months.
