Description
The City of Charlotte, Michigan, is soliciting proposals for professional surveying and GIS services to create a comprehensive, field-verified inventory and map of its storm sewer system. The base pricing assumptions are 450 storm sewer manholes, 950 catch basins, and 100 record or as-built plan sheets for scanning and digitization. The scope includes field verification of municipal and public-right-of-way storm sewer infrastructure; GPS locations and unique asset identification; rim or grate elevations, sump depths, structure dimensions, invert elevations, pipe sizes, materials, connectivity, flow direction, photographs, and visual condition observations. Confined-space entry, CCTV inspection, LiDAR scanning, NASSCO MACP certification, panoramic imaging, and specialized internal scanning are not required in the base scope. The selected vendor must develop GIS data compatible with the City's existing ArcGIS Online environment, scan and digitize applicable records, perform quality control and field verification, and deliver maintainable project files and supporting documentation. The vendor is responsible for personnel, equipment, traffic control, and required coordination or permits for work in Michigan Department of Transportation rights-of-way. Proposers must submit a work plan, qualifications and experience, at least three municipal references, personnel information, a project schedule, and lump-sum pricing with separate unit pricing for additional or reduced quantities and optional services. The City has not disclosed a project budget, and the final schedule will be coordinated with the selected vendor; fieldwork may occur in spring or early summer 2027.
