Description

The United States Army is soliciting a small business contractor to operate the Kansas Regional Training Institute Dining Facility. The contractor must provide full food service operations, including personnel, supervision, food and supplies, meal preparation, serving, sanitation, headcount and cashier functions, inventory and reporting, and quality control. Services include breakfast, lunch, dinner, boxed meals, and LOGPAC remote-site meals picked up by requesting units. The government projects approximately 113,000 meals annually, although the quantities are not guaranteed; task orders will establish specific requirements. The contractor must implement Go for Green Army menu standards, submit a minimum 28-day rotating menu with its quote, and provide at least two lunch and dinner entrée choices and three breakfast entrée choices. The contractor must also provide cleaning supplies, consumables, uniforms, and all food products, while using government-furnished facilities and equipment. Telework is not authorized, and services must be performed on site. The DFAC manager must maintain current ServSafe certification, and kitchen staff must complete ServSafe food-handler training. The procurement is a 100% small-business set-aside for a firm-fixed-price contract with five 12-month ordering periods. Quotes will be evaluated on technical capability, including a capability statement, one-month menu, experience and credentials, and a government property management plan, as well as past performance and price.
