Description

The National Oceanic and Atmospheric Administration is conducting market research for up to five receive-only L-, S-, and X-band satellite ground station systems for the PENGUIN Ground Stations project. The scope includes four-meter-class reflectors, three-axis low-Earth-orbit tracking pedestals or positioners, three-band feed systems, antenna-side RF/IF hardware, radomes, antenna control and monitoring systems, scheduler/propagator/contact-planning capability, interface documentation, factory integration and acceptance testing, packaging, delivery, training materials, spares, warranty support, and sustainment planning. Optional elements may include integrated intermediate-fiber-link transport and an Sterna L-band front-end processor/demodulator. The work is for the antenna provider and excludes site civil works, foundation installation, site electrical and fiber infrastructure, data-center rack infrastructure, physical installation, and site acceptance unless separately added. The contractor must provide technical data, interface definitions, verification evidence, installation-support documentation, packaging and logistics documentation, and support for downstream government integration. This is a Sources Sought Notice for market research only, not a solicitation for proposals or a contract award. Responses must include company information, a point of contact, UEI, CAGE code, TIN, company structure, business size and socioeconomic status, a capability statement, relevant past-performance experience, evidence of similar work, and organizational-conflict-of-interest information. Responses are limited to 15 pages and must be searchable Microsoft Word or PDF files using 12-point font, one-inch margins, and 8.5-by-11-inch pages.
