Description
Volusia County is soliciting proposals to furnish and install a leachate evaporation system in each of two existing leachate storage ponds. The systems must include weather-informed controls and be designed to achieve an average evaporation rate of 100,000 gallons per day during a six-month performance period, with condensate contained within the pond boundaries. The contractor must provide methods to measure rainfall and natural evaporation, prepare a performance measurement, monitoring, and reporting plan, and supervise the County's implementation of that plan. An approved plan is required within 30 days of the Notice to Proceed. The systems may be provided under a short-term lease or a leased-to-own arrangement, depending on performance and County requirements. The County will provide access to three pond inflow pipe locations—one for leachate and two for gas condensate—and available records to support preparation of the performance plan.
