Description
The City of Garden City, Kansas, is requesting proposals from qualified executive recruitment firms to recruit and support the selection of its next City Manager. The scope includes stakeholder engagement; development of a leadership profile and recruitment materials; nationwide candidate outreach; applicant screening and evaluation; finalist interviews; employment, education, credential, reference, public-records, media, social-media, civil-litigation, and legally permissible criminal-background investigations; selection and contract-negotiation support; and transition and onboarding assistance. Proposers must demonstrate at least five years of executive recruitment experience, significant local-government executive recruitment experience, and successful City Manager placements. Proposals must address the firm's qualifications, comparable municipal searches, project team, technical approach, schedule, five municipal references, fixed professional fees and related costs, replacement guarantee, transition support, conflicts of interest, subcontractors, confidentiality, and understanding of the City's organization and leadership transition. The selected consultant must provide a replacement search at no additional professional fee if the appointed City Manager leaves within 24 months, subject to the stated exceptions and direct expenses.
