Description
Ocean County is seeking qualified legal counsel to support the authorization, issuance, sale, and delivery of municipal bonds and other public finance obligations. The scope includes preparing and reviewing financing documents, enabling legislation, notices of sale, bond purchase contracts, continuing disclosure undertakings, offering-document sections, and bond counsel opinions; advising on bond structures, tax exemption, regulatory changes, approvals, ratings, credit enhancement, and post-issuance compliance; and representing the County in litigation or other advisory matters related to bond issuance. Responding firms must demonstrate at least two years of experience providing public finance services to New Jersey public entities, including long- and short-term obligations and financing, and must have an attorney familiar with Section 103 of the Federal Tax Code. Proposals must identify assigned personnel and their experience, explain the firm's ability to perform timely, describe available support staff, and complete all required vendor-questionnaire documents. The contract term is one year, with work potentially issued through project-specific contracts or purchase orders.
