Request for Qualifications (RFQ) Housing Improvement Program (HIP) Hybrid Model Housing New Mexico is soliciting Statements of Qualifications (SOQs) from qualified organizations to provide Administrative Eligibility and Homeowner Support Services under the Housing Improvement Program (HIP) Hybrid Model. The HIP Hybrid Model contracts with local organizations to assist homeowners through the application and eligibility process. Qualified respondents may include Tribal governments, housing authorities, local governments, nonprofit organizations, regional planning organizations, and other entities with experience administering housing or community development programs. The RFQ is intended to identify qualified organizations for potential selection. Housing New Mexico may enter into agreements with one or more respondents based on program needs. This procurement is funded, in whole or in part, with HOME Investment Partnership Program funds and is subject to applicable federal requirements. RFQ Issue Date: August 24, 2026 The complete RFQ, including submission requirements and evaluation criteria, is available on the Housing New Mexico procurement webpage [https://housing nm.org/funding-opportunities/rfps-rfqs]. Statements of Qualifications must be submitted in accordance with the instructions contained in the RFQ. Housing New Mexico reserves the right to reject any or all responses, waive minor informalities, request clarification or additional information from respondents, negotiate with qualified respondents, or cancel this solicitation at any time if determined to be in the best interest of the program. Description
Housing New Mexico, the New Mexico Mortgage Finance Authority, is seeking Statements of Qualifications from organizations to provide administrative support for the Home Improvement Program (HIP). Services include homeowner outreach, application intake, waiting-list coordination, eligibility determination support, income and asset verification, ownership and residency verification, file preparation, applicant communication, records maintenance, reporting, and protection of personally identifiable information. Contractors may also support transitions from existing rehabilitation programs and comply with applicable federal and state housing, fair-housing, civil-rights, privacy, and data-security requirements. Housing New Mexico intends to establish statewide administrative coverage and may award one or more cost-reimbursement contracts. Respondents may propose counties, geographic areas, or tribal regions they can serve; assignments are nonexclusive and may be modified. Statements of Qualifications must include the buyer-provided Agency Information Form, a cover letter, an approach narrative, redacted eligibility-file samples or comparable work products, key-personnel information and resumes, an organizational chart, fair-housing or nondiscrimination policy, evidence of financial capacity, business license, general liability and workers’ compensation insurance, active SAM.gov registration with UEI, and a W-9. The initial contract term is 12 months, with renewal or extension options based on funding, performance, and program needs.
