This umbrella notice establishes the Air Force Research Laboratory’s Rapid Infrastructure for Science and Experimentation framework for future facility repair, modernization, and construction projects. No proposals or solutions are requested under this parent notice; responses will be requested only through separately published Areas of Interest (AOIs). Future AOIs may seek owner’s advisory and engineering services, progressive or accelerated design-build, design-build-to-budget, industrialized construction, and advanced facility technologies. Each AOI will specify its submission requirements, assessment process, and applicable labor standards. Any resulting award will be an Other Transaction agreement for facility construction or repair, not a procurement contract, grant, or cooperative agreement.
