Description
Bucks County, Pennsylvania, is soliciting proposals for program delivery and general contracting services for a CDBG-DR-funded Hurricane Ida Housing Recovery Program. The work supports owner-occupied housing rehabilitation, structural resiliency enhancements, and hazard mitigation improvements for low- and moderate-income homeowners affected by the storm. Offerors may submit proposals for Component A, Component B, or both components. Component A includes community outreach, bilingual marketing, application and client intake, income and ownership eligibility verification, Duplication of Benefits analysis, and environmental review coordination. Component B includes initial damage assessments, scope-of-work and specification development, general contractor procurement, construction management, on-site supervision, progress inspections, and project closeout. The project is subject to applicable federal and state requirements, including 2 CFR Part 200 and Pennsylvania prevailing wage requirements for applicable construction work. Eligible costs must be incurred by March 23, 2028, unless extended by the Pennsylvania Department of Community and Economic Development. Performance and payment bonds of 100% of the applicable contract amount may be required depending on the awarded contract structure.
