Description
The Defense Health Agency intends to award a sole-source cost-per-test contract for two VITROS XT 3400 floor-model, low-volume automated clinical chemistry analyzers, including the associated reagents, quality-control materials, consumables, lease, installation, validation, training, preventive maintenance, corrective maintenance, calibration, repairs, replacement parts, upgrades, and technical support. Both analyzers must be the same make and model and support the required adult and pediatric tubes, sample cups, testing modes, laboratory workload, MHS Genesis/Cerner Millennium HL7 connectivity, and operation without external water, plumbing, or drainage. The systems must fit within a maximum footprint of 40 inches deep by 70 inches wide and include external UPS backup. The contractor must be an OEM-authorized dealer, distributor, or reseller and must provide all tests identified in the Statement of Work on a cost-per-test basis. The scope also includes reagent and supply deliveries, on-site installation and validation, operator and technician training, scheduled maintenance, on-site corrective service, and the existing Authority to Operate package and related RMF, architecture, software, patching, and security-control documentation. The initial period is one base year followed by four option years, with performance beginning October 1, 2026. This is a notice of intent to make a sole-source award; interested concerns may submit written capability information demonstrating that competition would benefit the Government, rather than a competitive proposal.
