Description
The U.S. Army Combat Feeding Division is seeking an ISO/IEC 17025-accredited laboratory with in-house capacity to analyze provided food ingredients and ration components. Required capabilities include testing selenium, vitamin B12, total dietary fiber, and other listed nutritional analytes using validated AOAC, USP, AACC, or equivalent methods at specified limits of quantification. The contractor must provide standard results within 14 calendar days of sample receipt and offer expedited turnaround of fewer than five calendar days, with electronic reports identifying the sample, method, results, units, limit of quantification, and analysis date. The contractor must maintain chain-of-custody records, specified sample storage and retention procedures, safe disposal, qualified food-analysis personnel, and a designated point of contact. Proposals must include a technical proposal and a completed two-tab pricing spreadsheet covering unit prices, estimated quantities, methods, limits of quantification, turnaround times, and shipping costs. The resulting contract is a firm-fixed-price, single-award IDIQ with an estimated minimum of 25 samples, a $5,000 minimum guarantee, and a $25,000 ceiling.
