Description

The National Oceanic and Atmospheric Administration is soliciting a performance-based hybrid firm-fixed-price and time-and-materials contract for continuous operations and maintenance of the Fairbanks Command and Data Acquisition Station. The contractor must maintain 24x7x365 satellite operations, including at least three operations and maintenance technicians on shift, satellite ground-system operation and troubleshooting, antenna and RF/fiber maintenance, COMSEC support, engineering assistance, reporting, risk management, and information technology administration. The scope also includes facilities operations and maintenance, HVAC, electrical, plumbing, generators, grounds and snow removal, custodial services, vehicle and equipment maintenance, property management, logistics, environmental and safety compliance, and licensed armed contract security officer services. The contractor must support a 30-day transition phase, maintain required staffing and labor relations, and hold an active Final Secret facility clearance from the Defense Counterintelligence and Security Agency.
