Description

The New York State Department of Health and Health Research, Inc. seek competitive proposals from qualified organizations to support the AIDS Intervention Management System (AIMS) through quality-of-care reviews, program evaluations, focused clinical studies, policy and procedure reviews, quality improvement reviews, technical assistance, data collection, statistical analysis, data management, and reporting. The work covers Medicaid beneficiaries and people living with HIV/AIDS, including reviews in ambulatory, acute, long-term-care, correctional, managed-care, and maternal-pediatric settings throughout New York State. Quality-of-care reviews are generally remote, but Department of Corrections and Community Supervision reviews require staff to conduct record abstraction onsite at designated hubs; related travel must be included in unit pricing. The contractor must use secure systems, comply with HIPAA and applicable confidentiality laws, adapt Department-provided review tools into electronic data-collection software, and provide review data, dictionaries, methodologies, summaries, and reports. The bidder must be a CMS-designated Quality Improvement Organization for New York State or an approved New York State QIO-like organization, must meet applicable independence requirements, and must include the required independence attestation in its Technical Proposal. The procurement will select one bidder for one State contract and one Health Research, Inc. contract, with a five-year term from March 1, 2027, through February 29, 2032. Amendment 2 clarifies the onsite DOCCS requirement, review deliverables, secure data handling, proposal submission email, and other technical and cost requirements. The Questions and Answers document confirms that the submission recipient is AIGPU@health.ny.gov and that three separate password-protected proposal PDFs must be submitted by separate emails.
