West Liberty University is soliciting qualifications from an experienced municipal advisor to provide independent financial advice and project management for an anticipated $9 million to $11 million capital-project financing over the next 12–24 months. Potential structures include publicly offered bonds, privately placed bonds, bank financing, or other recommended financing methods, on a tax-exempt or taxable basis. The selected advisor will evaluate financing alternatives, recommend debt structures and sale strategies, develop financing schedules, analyze debt capacity and affordability, coordinate bond counsel, underwriters, trustees, rating agencies, and other financing participants, support rating and investor presentations, review pricing and closing documents, and assist through closing. Required qualifications include SEC and MSRB registration, comparable public higher-education financing experience, at least five comparable engagements completed within the last five years, at least three client references, and capability to serve West Virginia. The technical proposal is limited to 50 pages, with a 100-page total maximum; pricing must be submitted separately.
