Description
The City of Oceanside is soliciting sealed bids for interior renovations to the existing public restrooms at the Oceanside Mission Branch Library. The project will reconfigure two existing gendered restrooms into all-gender restroom facilities, including an ADA-accessible all-gender stall and an all-gender family restroom, while the library remains operational. The scope includes selective demolition; interior partition and cold-formed metal framing; gypsum board, waterproofing, ceramic tile, fiberglass-reinforced plastic panels, painting, and related finishes; replacement and installation of plumbing fixtures and connections; electrical and HVAC modifications; doors, frames, and hardware; toilet accessories, grab bars, mirrors, hand dryers, baby-changing equipment, and accessible signage. The contractor must provide temporary barriers and restroom facilities, dust and noise control, daily debris removal, construction waste recycling, testing and startup, and coordination with library operations. The successful contractor must hold a California Class B General Building Contractor's License, comply with prevailing-wage requirements, self-perform at least 50% of the contract value, and provide the required bid, performance, and payment bonds and insurance. Addendum No. 2 confirms that the restrooms will remain closed continuously from demolition through substantial completion, permits coordinated after-hours fixture shutdowns with at least 72 hours' notice, requires Type K copper for domestic water and Schedule 40 PVC for waste and vent, and adds specified lavatory components. A hazardous-materials survey is unavailable; work must stop and the City must be notified if hazardous material is encountered.
