Description
The Washington Student Achievement Council is seeking one contractor to manage organic social media for the Washington Education Savings Plans, including the GET Prepaid Tuition Plan and WA529 Invest. The contractor will develop platform-specific strategy and content calendars; create, adapt, and publish static, interactive, photographic, and video content; manage community engagement; monitor additional platforms; and provide monthly performance reports and strategy adjustments. Work will cover Facebook, Instagram, X, and LinkedIn, with a minimum expectation of 2–3 quality posts per week per platform. Paid social advertising is excluded. Key performance indicators include engagement, video plays, and visits to the WA529 website, and content must meet Washington's Digital Accessibility Standard, including WCAG 2.2 Level AA as stated in the draft contract. Bidders must demonstrate at least five years of professional social media experience, including at least two years serving government agencies, educational institutions, or financial products or institutions. The response must include three detailed case studies, three to five relevant video examples, proposed project-team qualifications, a work plan and approach, a social media activity plan, and evidence of a similar public-sector project completed within the last five years. The contract is for an initial 12-month term with up to two optional 24-month extensions by mutual agreement. The agency estimates the initial 12-month service value at approximately $30,000; bidders must submit a fixed monthly rate and total initial-term cost.
