Description
The County of San Diego seeks a consultant to provide as-needed labor compliance services supporting San Diego County Fire programs and public works projects. Services include compliance oversight for contractors and subcontractors; prevailing wage, fringe benefit, apprenticeship, and federal labor standards monitoring; pre-construction meetings and labor compliance manuals; certified payroll and documentation review; audits and investigations; enforcement and resolution of misclassification, underpayment, and other compliance issues; reporting; records management; and responses to public-records requests and labor-agency inquiries. Offerors must demonstrate at least five years of labor compliance experience and provide organizational and personnel information, relevant resumes, two completed California public works labor-compliance projects from the past five years, and two verifiable references. Pricing is based on fully burdened hourly rates for specified labor categories and estimated annual hours over an initial one-year term with four one-year option periods. The quote must include the required County forms, technical responses, payment schedule, acceptance of agreement terms, and any applicable confidential/proprietary exhibit.
