Description
Minnesota State Colleges and Universities is soliciting proposals for a systemwide cashiering and payment management solution serving 32 institutions, 54 campuses, approximately 160 or more receipting stations, and approximately 400 or more users. The solution must support online, mobile, and in-person payments; cash, checks, credit and debit cards, ACH/e-checks, digital wallets, payment plans, refunds, reversals, chargebacks, international payments, and auxiliary or departmental collections. The solution must integrate with Workday Financial Management and Workday Student while preserving Workday as the system of record. Required capabilities include merchant-account management, transaction traceability, reconciliation, reporting, configurable workflows, SaaS hosting, payment hardware and processor flexibility, implementation and data migration, training, support, security and fraud controls, PCI DSS, SOC 2, FERPA, identity and access management, and accessibility compliance. Respondents must provide higher-education and multi-institution experience, client references, a completed cost proposal covering five years of required and optional costs, a completed non-collusion affidavit, affirmative-action documentation, supplier-diversity information, and an accessibility response or VPAT. The contract is planned for five years with five optional one-year renewals, for a potential term of up to ten years.
