Description

This Request for Information supports acquisition planning for repair and modernization of the Building 215 Advanced Measurement Laboratory cleanroom. The anticipated project includes replacement of approximately 1,200 terminal supply HEPA filters; repair or modification of filter connections; replacement or potential replacement of approximately 70 VAV terminal units; replacement of approximately 54 airflow monitoring devices; installation of approximately 32 exhaust air control valves; ductwork repairs; controls work; air-handling and exhaust-system rebalancing; and verification and repair of capped ductwork. The work also includes cleaning, testing, balancing, commissioning, HEPA certification, cleanroom recertification, and protection of ongoing research operations and sensitive equipment. The prior acquisition concept contemplated approximately 19 construction phases, including 18 critical cleanroom outage phases, with each critical outage lasting approximately nine calendar days and potentially requiring continuous 24-hour-per-day, seven-day-per-week operations. NIST is seeking feedback on outage feasibility, phasing, constructability, labor and subcontractor requirements, risk, liquidated damages of $8,000 per day, estimated construction cost, competition, bonding and insurance considerations, and the realism of requiring two comparable HEPA-filter replacement projects in occupied laboratories within the previous six years. Responses are for market research only and will not result in a contract award. An optional site visit is associated with the RFI; attendance is not required.
