Description
The Federal Bureau of Prisons is soliciting a firm-fixed-price construction contract to upgrade the fire pump system at Federal Correctional Institution Elkton. The contractor must provide all labor, materials, equipment, tools, and incidentals to remove the existing diesel fire pump controller and related components and furnish and install a new UL-listed diesel fire pump controller in a NEMA 4/4X enclosure. The work includes demolition of obsolete battery racks, conduit, and wiring; installation of underground conduit and communication lines; reconnection of engine controls, sensors, and dual-battery systems; and integration with Siemens DDC and Desigo CC automation platforms. Commissioning includes hydrostatic testing, flow/no-flow testing, controller functional checks, and alarm and signal verification. Work must comply with NFPA 20 and applicable federal, state, and local codes. The estimated project magnitude is $250,000 to $500,000, with a 181-calendar-day performance period beginning upon issuance of the Notice to Proceed. Evaluation will consider price, technical capability, and past performance.
