Description
The City of South Portland is accepting applications for 2027–2028 Community Development Block Grant funding for construction projects involving public infrastructure and facilities. Eligible activities include construction, reconstruction, rehabilitation, or installation of public facilities and improvements, such as sidewalks, streets, parks, public buildings, and water or sewer infrastructure. Projects must meet a HUD national objective and qualify as an eligible activity; routine maintenance and certain other activities are ineligible. Applicants must submit the completed application package, including a cover page, worksheet, narrative, separate Excel budget form, and summary. Construction applications also require a professional-provided scope of work and estimate, a project timeline, and other supporting materials depending on project type and applicant status. The narrative addresses project scope, need, management, readiness, budget, schedule, funding need, and partnerships. The application document specifies page limits and formatting requirements. Final applications are due November 5, 2026, at 4:00 p.m.
