Description
The Great Lakes Water Authority seeks a consultant to study, design, permit, and support construction of a diversion sewer connecting the Meldrum Sewer to the Conant-Mt. Elliott Sewer and Leib Screening and Disinfection Facility. The project also includes diversion and junction chambers, flow-monitoring equipment, and operational and control improvements for gates VR-15 and VR-16 and the Leib facility. The work is intended to route more flows for treatment and reduce untreated combined sewer overflows to the Detroit River. The scope includes alternatives analysis, hydraulic modeling, field and utility investigations, design through final bid documents, permitting assistance, bidding and negotiation support, construction administration, and resident project representation. Additional services include asset management and document turnover, operations and maintenance procedures and training, State Revolving Fund application assistance, public involvement, property acquisition support, and pre- and post-construction flow monitoring, including an 18-month post-construction study. The solicitation requires relevant sewer and wastewater engineering experience, Michigan engineering licensure, three comparable projects completed within the past ten years, and submission of a proposed work plan, qualifications and references, cost information, and required vendor and diversity materials.
