Description
The City of Walla Walla is requesting Statements of Qualifications from engineering firms registered in Washington to prepare its 2029 Water System Plan, a comprehensive update to the City's 2019 plan. The selected consultant will coordinate with City staff, the Washington State Department of Health, the Department of Ecology, the Water and Wastewater Advisory Committee, and City Council. The plan must comply with WAC 246-290-100 and the Washington State Department of Health Water System Planning Guidebook, include a Climate Resilience Element required by RCW 43.20.310, and provide an updated asset management inventory, water supply reliability evaluation, water rights self-assessment, water use efficiency program, and capital improvement and financial program. The work will be performed on a time-and-materials basis with a negotiated not-to-exceed amount, and the project will conclude with delivery of a Department of Health-approved and City Council-adopted plan.
