Description
The Inland Empire Utilities Agency is requesting proposals from qualified consulting firms to develop a comprehensive Master Plan for its Non-Reclaimable Wastewater System, Etiwanda Waste Line, and Inland Empire Brine Line. The work will address current and projected brine flows and contaminant loadings, infrastructure condition and hydraulic capacity, regulatory compliance, customer and industrial discharge data, and long-term disposal needs over planning horizons of approximately 20 and 40 years. The scope includes project management and data collection; site visits and condition assessment; review, conversion, calibration, and validation of existing AquaTWIN-compatible hydraulic models; GIS integration; flow and loading projections; evaluation of disposal, treatment, recycling, resource-recovery, and infrastructure alternatives; capital improvement planning; O&M cost recovery and financial analysis; stakeholder workshops and Board presentations; technical memoranda; and preparation of 25%, 50%, 75%, draft final, and final Master Plan submittals. The proposal must include qualifications, project team information, work plan and schedule, comparable project references, recommended field investigations, a detailed cost proposal, and evidence of the ability to meet insurance requirements. The proposal narrative is limited to 30 single-spaced, single-sided pages, excluding specified materials.
