Description
The New York State Division of Military and Naval Affairs is seeking a responsible vendor to perform periodic, as-needed lead dust wipe testing at Armories and Readiness Centers throughout New York State. The number of locations and samples will vary based on preliminary testing by others; the estimated quantity is approximately 50 site visits per year. Each visit generally includes fewer than 10 samples, including one QA/QC blank, with repeat sampling after failed results treated as a separate billable visit. Pricing must include labor, travel, mileage, equipment, supplies, laboratory analysis, reporting, and all other direct and indirect costs. The contractor must provide personnel with at least EPA lead dust sampling technician certification, use ASTM E1728/E1728M-24, and apply the 10 micrograms-per-square-foot threshold currently required by the National Guard Bureau. NLLAP-certified laboratories are additionally required for specified New York City-area locations. The contractor must coordinate all visits with the contract point of contact. No subcontracting is allowed for on-site work, although the laboratory is treated as an outside source rather than a subcontractor. The contract term is five years, with work beginning December 1, 2026, subject to Office of the State Comptroller approval. The revised bid form requires pricing per complete armory visit and states that bids must remain valid for at least 120 days. Addendum #2 requires a wet signature, date, and inclusion of the addendum with the bid proposal.
