Description
The Department of Veterans Affairs is soliciting a firm-fixed-price contract for generator inspection, preventive maintenance, load-bank testing, emergency corrective maintenance, and related repair services at the VA Gulf Coast Veterans Healthcare System campus. The scope covers the generators listed in the statement of work, associated paralleling gear, the Phillips Tank Management System, quarterly and annual preventive maintenance, annual load-bank testing for non-paralleling generators, semiannual tank-management-system inspections, and annual remote start/stop testing for four backup generators. Kohler proprietary hardware and software are excluded. The contractor must provide qualified technicians, tools, equipment, parts, transportation, documentation, and emergency response. Emergency service requires 24/7 availability, acknowledgment within four hours, on-site response within 14 hours of acknowledgment, and restoration within 48 hours absent extenuating circumstances. Technicians must have at least one year of trade-school training and five years of relevant institutional or industrial diesel-generator experience, with applicable manufacturer authorization or certification. The solicitation requires three technical/price/administrative quote volumes, past-performance references, service-report and inspection-report templates, oil/coolant analysis templates, applicable confined-space and lockout/tagout plans, SDVOSB certification evidence, SAM registration evidence, and a signed limitations-on-subcontracting certification.
