This presolicitation concerns the installation of catwalks, access stairs or ladders, safety railings, swing gates, and 5,000-pound-rated anchor points for ten aboveground generator fuel tanks ranging from 3,000 to 10,000 gallons. The work includes furnishing all labor, materials, equipment, supervision, and incidentals; using hot-dipped galvanized steel, serrated galvanized grating, safety-yellow finishes, concrete footings or anchors, and components compliant with OSHA and VA standards. Certain existing stairs and electrical conduits must be reused or modified, and all materials must be made in America. The contractor must also furnish and install a continuous fuel-level monitoring system for each tank, including exterior-rated capacitance level transmitters compatible with diesel fuel or gasoline and connected to Siemens field panels for remote viewing from a VA computer. Shop drawings and submittals are required for each catwalk, stair or ladder installation, and monitoring system. The work must be completed within 120 calendar days after notice to proceed and performed during stated weekday working hours. This is a presolicitation notice; the eventual solicitation is restricted to certified Service-Disabled Veteran-Owned Small Businesses and will require a bid bond and the applicable SDVOSB clause certification.
