Description
The Department of Veterans Affairs is seeking a qualified small-business contractor to provide annual automatic transfer switch preventive maintenance and repair services and isolation power panel inspections. The contractor must provide labor, materials, equipment, tools, supervision, transportation, technical expertise, testing, documentation, and emergency response. Emergency response requires a 24/7 answering or call center and on-site arrival within four hours after a call from the Contracting Officer's Representative or designated engineering representative. Critical deficiencies must be corrected within 48 hours and noncritical deficiencies within 10 business days. Unscheduled corrective work, emergency services, replacement parts, and materials outside routine preventive maintenance are billed separately, and offerors must provide applicable labor rates, parts, and materials. The solicitation establishes a firm-fixed-price indefinite-delivery/indefinite-quantity contract with a one-year base period and four one-year option periods, from November 1, 2026, through October 31, 2031. The total minimum order is $100, and the total maximum value of all orders is $117,000. Quotations are evaluated based on technical capability, past performance, and price. Offerors must submit capability statements, pricing for all contract line items, a signed SF 1449, and the applicable limitations-on-subcontracting representation, identified in the amendment as FAR 52.219-14 for non-SDVOSB/VOSB small-business offerors. A site visit is available by advance notification, and the equipment is offered in an as-is condition with no electrical drawings available.
