Description
The Pennsylvania Department of Agriculture is soliciting proposals for an 18-month pilot program involving avian influenza surveillance through milk testing at approximately 30 dairy processors and milk transfer stations. The cost proposal must include all labor expenses, supplies, testing fees, and travel expenses. Testing must detect Influenza A in lactating dairy cattle using polymerase chain reaction methodology accepted by the National Veterinary Services Laboratories, comply with ISO 17025 and National Animal Health Laboratory Network standards, and meet specified approval, containment, proficiency-testing, and turnaround-time requirements. The selected contractor must provide a technical work plan, budget, qualified personnel, prior relevant experience, subcontracting information, emergency continuity planning, reporting, confirmatory-testing coordination with the National Veterinary Services Laboratories, monthly status reports, immediate notification of non-negative results, and a final report. Technical and cost submissions must be submitted electronically through the Jaggaer portal.
