Description
The City of Walla Walla is seeking Statements of Qualifications from qualified engineering firms registered in Washington to prepare a comprehensive update to its 2019 Water System Plan. The selected consultant must prepare the plan in accordance with Washington Department of Health requirements and applicable state guidance, including a Climate Resilience Element, updated asset management inventory, water supply reliability evaluation, water rights self-assessment, water use efficiency program, source-water protection, operations and maintenance planning, hydraulic modeling, capital improvement programming, and a financial program covering the plan approval period and longer planning horizon. The scope includes addressing post-wildfire watershed risks, aquifer storage and recovery expansion, water rights and instream-flow obligations, service-area growth, distribution-system leakage, interties, emergency preparedness, and related regulatory and stakeholder coordination. Deliverables include a DOH-approved and City Council-adopted plan with maps, figures, appendices, editable Word and Excel files, searchable PDFs, GIS data, and updated hydraulic model files. Firms must demonstrate relevant experience, including at least three DOH-approved water system plans for similarly sized and complex systems within the past five years, and provide a response of no more than 20 single-sided numbered pages.
