The Military Sealift Command (MSC) is requesting industry feedback for the operation and maintenance of five Government-Owned Contractor-Operated (GOCO) Maritime Prepositioning Ships (MPS). This is a Sources Sought Notice for the operation and maintenance of these vessels, which will be awarded in two lots. Lot 1 includes two Watson-class ships (USNS Sisler and USNS Dahl), and Lot 2 includes three Bobo-class ships (USNS Williams, USNS Lummus, and USNS Button). Key responsibilities include operating and maintaining the vessels, their systems, and equipment in accordance with U.S. Coast Guard (USCG) and American Bureau of Shipping (ABS) rules and regulations. The contractor will be responsible for manning the vessels with U.S. commercial mariners and ensuring they are mission-ready at all times. The scope also includes the operation, maintenance, and safeguarding of Communication Suites aboard flagships and alternate flagships, including shipboard communication, Local Area Networks (LAN), and associated Information Technology (IT) systems. The vessels are designed for worldwide, extended independent underway operations in remote geographic locations, requiring self-sufficiency in operations and maintenance. A SECRET-level Facility Security Clearance will be required for the contractor, and key personnel must possess SECRET security clearances.
