Description
The National Forest Foundation is soliciting proposals for emergency Hurricane Helene recovery work on approximately 870 acres in the Appalachian Ranger District of Pisgah National Forest. The selected contractor must remove designated damaged trees, including sawtimber and pulpwood, process and deck merchantable material, haul products to approved destinations, and avoid damage to residual standing trees. The contractor must supply the equipment, labor, supervision, and incidentals needed for the work. The scope also includes maintenance of approximately 11 miles of haul roads, including dozer grading, aggregate placement, drainage maintenance, and repair of contractor-caused damage; development of approximately 1.7 miles of temporary road with two stream crossings; and erosion-control and restoration measures such as water bars, slash placement, seeding, mulching, and soil stabilization. Proposals must include a technical approach, work plan and schedule, personnel and qualifications, relevant experience and projects from the past five years, three professional references, disclosures of failed projects and pending legal matters, pricing, a proposed payment schedule, and current insurance coverage. Prevailing wages, sawyer training and certification, federal flowdown provisions, and applicable payment or performance security requirements may apply.
