Description
The City seeks a turnkey design-build solution for a new, double-faced, full-color Watchfire W-Series LED electronic message center. The work includes Kansas-stamped structural and wind-load calculations, scaled color shop drawings, fabrication, foundation and concrete mow-pad work, modifications to the existing support column, electrical hookup, point-to-point wireless network integration, installation, and site restoration. The sign must be designed to complement the historic depot, meet specified dimensions and operating requirements, and include architectural lighting, lifetime access to the content-management platform, staff training, and at least five startup content slides. The proposal must include technical and qualification materials, including scaled color shop drawings, manufacturer specifications, and evidence of at least three completed public digital-signage projects. A separate cost submission must price the selected configuration and required work, include the optional annual maintenance rate for years 6–10, state the proposed completion duration, and include 5% bid security. A five-year parts-and-labor warranty is required. Performance and payment bonds and specified insurance apply conditionally to contracts over $100,000; the solicitation also requires a local-bidder preference process for qualifying bidders in Seward County.
