The U.S. Army Corps of Engineers is conducting a two-phase design-build procurement for access manholes at the Fairfax-Jersey Creek Levee Unit. The project requires design and construction of manholes on the landside levee slope and berm to provide inspection and maintenance access to an existing seepage collection system. The contractor must maximize access to approximately 27,000 feet of collector and lateral pipes, preserve the levee’s structural integrity and flood-protection function, and provide a service life of at least 50 years. Minimally invasive, trenchless excavation methods are required; open trenching and invasive mass excavation are not permitted. The scope includes field verification and utility locating, design documents and analysis, a Drilling and Invasive Program Plan, temporary flood protection planning, construction, restoration, video-inspection demonstrations, and as-built drawings. Phase 1 requires a qualifications proposal without design or pricing, including the specified vendor, experience, past-performance, and technical-approach forms. The eventual firm-fixed-price contract will include both design and construction and may not exceed $3,400,000.
