Description
The City of Wichita Police Department seeks a web-based software and service solution to manage officers’ secondary employment and large-scale secondary or overtime assignments. The system must support job creation and scheduling, officer sign-ups, mobile notifications and timekeeping, location verification, job updates and call-offs, administrative oversight, and robust reporting and auditing. It must also support integration or file transfer with the City’s payroll systems and provide online portals for employers and department personnel. The solution must facilitate employer applications, invoicing, collections, electronic payments, and distribution of collected funds to participating officers. The City will not pay license fees or direct compensation; vendors may propose charging secondary employers for platform use, participant labor, or active management. Proposals should explain the implementation approach, service delivery, staffing and support, pricing to employers, and how the solution meets the listed requirements. The contract term is one year with four one-year renewal options by mutual agreement. Insurance coverage is required of the successful bidder, but the certificate is due after award.
