Description

The Department of Veterans Affairs is soliciting a firm-fixed-price service to inspect, test, adjust, calibrate, perform preventive maintenance on, document, and infrared-scan VA-owned or VA-maintained electrical distribution equipment at the Joseph Maxwell Cleland Atlanta VA Medical Center, Fort McPherson VA Clinic, and Trinka-Davis Veterans Village Clinic. The scope includes low-voltage and specified medium-voltage equipment listed in Attachments A–C, including switchgear, switchboards, distribution panels, transformers, automatic transfer switches, motor control centers, safety switches, isolated power systems, generator output breakers, and a 750 kVA liquid-filled medium-voltage transformer. Work follows ANSI/NETA MTS, manufacturer instructions, and applicable VA, NFPA, OSHA, and healthcare-facility requirements. The scope excludes repairs, equipment replacement, generator maintenance, internal UPS service, fire-pump flow or mechanical testing, arc-flash and coordination studies, and utility-owned equipment. The contractor must provide qualified electrical testing personnel, a Level II or higher certified infrared thermographer, calibrated test instruments, outage coordination, test labels, engineering service reports, a consolidated final report, infrared images, test data, deficiency documentation, and laboratory results for the Trinka-Davis transformer. Field work must be completed within 240 calendar days after the Notice to Proceed, with the final report due within 30 calendar days after field testing and no later than 270 calendar days after the Notice to Proceed. Award will use a lowest-price technically acceptable evaluation, and the solicitation is restricted to certified service-disabled veteran-owned small businesses.
