Description
The Town of Westerly is soliciting a lump-sum bid for Phase I construction of the Bradford Recreation Complex at 15 Church Street. Base work includes site preparation and demolition, earthwork, drainage and stormwater facilities, parking, pedestrian asphalt and concrete paving, water and electrical services, an onsite wastewater treatment system, installation of an owner-supplied pre-engineered restroom building, pavement markings, signs, fencing, guide rail, landscaping, and site furnishings. The contractor is responsible for installing the restroom building, including foundations, utilities, concrete work, plumbing, electrical work, permits, and obtaining its certificate of occupancy. The contractor must identify the building installer and provide five similar-project examples in Massachusetts, Rhode Island, or Connecticut with photographs and contact information. Add Alternate No. 1 covers basketball and tennis/pickleball courts, associated fencing and equipment, drainage, paving, pedestrian connections, clearing, grading, piping, and landscaping. The owner-supplied playground equipment and poured-in-place surfacing are excluded from the bid, but the contractor must coordinate those contractors and furnish and install the specified crushed stone subgrade. Addendum 3 confirms an anticipated notice to proceed date of November 4, 2026, substantial completion by July 30, 2027, a minimum 30-day asphalt curing period before sport-court surfacing, and that the sound attenuation curtain is no longer included. The project remains subject to bid, payment, and performance bonding, insurance, prevailing wage, minority- and woman-owned business participation, permitting, and liquidated damages requirements.
