Description
The Kansas Department for Children and Families is seeking a contractor to provide statewide food receiving, warehousing, storage, transportation, delivery, inventory management, and administrative services for its Soup Kitchen Food Bank Program. The contractor must receive USDA foods, maintain dry, cooler, and freezer storage, safeguard and track inventory, coordinate deliveries or warehouse pickups, provide delivery and inventory records, and operate an automated ordering and recordkeeping system accessible to authorized state personnel. Services must comply with 7 CFR Part 250.12 and applicable USDA instructions, including requirements for sanitary facilities, inspections, inventory reconciliation, shipment documentation, and protection against loss or damage. The contract covers an initial period from award through September 30, 2030, with two additional 12-month renewal options. The contractor must provide a $100,000 performance bond and maintain at least $1,000,000 per-occurrence insurance coverage for state- and federally-owned food in its care, custody, and control. Proposals must include separate technical and cost proposals, required certifications and forms, qualifications and references, pricing, and supporting documentation.
