Description
The Town of Springdale is seeking an individual or firm to provide administrative and civil hearing officer services on an as-needed basis. The selected officer will hear and decide land use appeals, code enforcement citation appeals, variance requests, and other matters assigned under applicable municipal ordinances and Utah law. Responsibilities include reviewing applications, staff reports, written submissions, exhibits, and applicable law; conducting fair and impartial hearings; preparing written decisions, findings, and orders; and coordinating with Town staff. The Town generally holds approximately three or four hearings per year and does not guarantee a minimum number of hearings or hours. Proposals must describe the proposer's qualifications, education and professional background, relevant credentials, experience with Utah land use law and administrative or quasi-judicial proceedings, proposed approach, availability, conflicts of interest, three references, and proposed fee structure. Proposals must be concise, submitted electronically in PDF format, and include page numbers and the proposer's name in the footer. The Town will evaluate qualifications, relevant experience, impartiality, availability, references, proposal quality, fees, and overall value.
