Description
The City of East St. Louis is soliciting qualifications and purchase proposals from qualified utility companies interested in acquiring, owning, operating, and maintaining the City's wastewater collection system. The system serves approximately 18,500 residential customers and commercial and industrial users and includes separated and combined sanitary/storm sewer infrastructure, service riser laterals, lift stations, related equipment, easements, records, permits, and other associated assets. Respondents must provide an executive summary, enterprise structure, utility ownership and operating experience, operations and maintenance approach, capital improvements plan, transition plan, financial information, wastewater-rate approach, five references, acceptance or exceptions to the City's initial terms and conditions, proposed purchase price, financing contingencies, and proposed future customer rates. The transaction is contingent on City Council approval, negotiation of an asset purchase and franchise agreement, and required regulatory approvals. The buyer would assume specified system-related debt, operational and maintenance responsibilities, regulatory obligations, and certain transaction-related costs.
