Description
The Department of Veterans Affairs is soliciting a firm-fixed-price, five-year IDIQ contract for preventive maintenance, semiannual inspections, annual maintenance, emergency repairs, testing, training, documentation, and scheduled battery replacement for UPS units and batteries at the John Cochran and Jefferson Barracks VA Medical Centers. The equipment includes Eaton, APC, FERRUPS, and Emerson systems ranging from 12.5 kVA to 180 kVA. The scope includes replacement of specified batteries, including 80 ML74-12 batteries for an Eaton 9390 UPS, as well as other scheduled battery replacements during later ordering periods. The contractor must provide all labor, equipment, supplies, parts, supervision, personnel, transportation, and consultation; maintain 24/7 service-call coverage with a four-hour response time; perform work during normal business hours unless otherwise arranged; provide training every six months; maintain logs, drawings, schematics, and manuals; and submit inspection reports. Personnel must have at least five continuous years of relevant UPS maintenance, inspection, and testing experience, equipment certifications, and electrical-safety training. Work must comply with OSHA 29 CFR 1910, NFPA 70E, and NFPA 99. Award will be made to a responsible small business offering the lowest-priced technically acceptable quote.
