Description
The City of Tampa is seeking a qualified consultant to assist with its annual Stormwater Utility non-ad valorem service assessment. This service involves compiling essential data, knowledgeable of the non-ad valorem tax assessment process, to update the annual Stormwater Assessment Rolls. The consultant will be responsible for collecting data from the Hillsborough County Property Appraiser's office, assigning the correct assessment in accordance with the City of Tampa's methodology, and developing the annual Stormwater tax rolls. The scope of services includes updating the stormwater assessment roll annually for both the maintenance service assessment program and the capital improvement assessment program. This involves obtaining and processing property appraiser data, identifying changes in parcel information, flagging government parcels, updating property owner information, and generating various QA/QC reports. The consultant will also be responsible for generating data for public hearing notices and mailing them, providing the preliminary roll to the City for review, submitting test files to the Tax Collector, and finally submitting the completed assessment roll to the Tax Collector and the City. Additionally, the consultant will provide training and technical support for any web-based applications used for storing assessment records and may be required to advise on legal requirements for the adoption of the annual assessment rate resolution.
